INVITATION TO BID

NOTICE IS HEREBY GIVEN, that sealed bid Proposals for the “TAXIWAY B EXTENSION PAVING AND LIGHTING” project at the Wilkes-Barre/Scranton International Airport, Avoca, Pennsylvania will be received by the Bi-County Airport Board of Luzerne and Lackawanna Counties at the airport, 100 Terminal Drive, Avoca PA 18641 until 2:00 p.m. local time on Wednesday, April 17, 2024. Bid Proposals will be publicly opened and read aloud in the Conference Room at the Wilkes-Barre/Scranton International Airport at 2:00 p.m. local time on the same date.

PROJECT LOCATION: Wilkes-Barre/Scranton International Airport, 100 Terminal Drive, Avoca, Pennsylvania, 18641.

TYPE OF CONSTRUCTION: Project generally includes blasting for constructing embankment fill, subbase, paving, and electrical work at the extension of Taxiway B.  Major items included in this work are maintenance and protection of traffic, FAA 401 asphalt pavement, FAA P-209 crushed aggregate subbase course, airfield lighting and signage, erosion and sediment control, and pavement markings.

PROPOSAL SURETY:  All bids must be accompanied by a Proposal Surety (Bid Bond or other instrument as described in the Instructions to Bidders) in the amount of five percent (5%) of the amount of the bid.

PROJECT BID DOCUMENTS: Copies of the Contract Documents and Bid Forms will be available beginning Thursday, March 21, 2024.  Contractors may sign up for plans and download them directly from the internet at no cost on McFarland Johnson’s website by visiting

under the project name “Wilkes-Barre/Scranton International Airport – Taxiway B Extension Paving and Lighting” No hard copies of the plans and specifications will be provided. Bidders are responsible for checking the above website for all project updates including all Addenda to bid documents.

BID PACKAGE: Bidders must supply all the information required by the proposal forms.

TECHNICAL / ADMINISTRATIVE QUESTIONS:  From the time of advertising until the actual bid opening for this Contract, all prospective Bidders, Contractors, Subcontractors, and Suppliers shall direct all technical inquiries related to this project to Mr. Steve Lange, Project Manager, McFarland Johnson, Inc., 607-723-9421, or slange@mjinc.com.  The deadline for submitting inquiries related to this project is Wednesday, April 10, 2024, at 12:00 p.m. (Noon).

PRE-BID CONFERENCE:  A Pre-Bid Conference will be held at the Wilkes-Barre/Scranton International Airport, 100 Terminal Drive, Avoca, Pennsylvania 18641 on Thursday, March 28, 2024, at 2:00 p.m.  All prospective bidders are encouraged to attend.

PREVAILING WAGE RATES: Minimum hourly wage rates shall be paid per the wage rate determinations of the Federal Davis-Bacon Wage Rate Act.

DBE / EEO REQUIREMENTS: The Disadvantaged Business Enterprise overall participation goal for Wilkes-Barre/Scranton International Airport is 4.5% as determined by PennDOT Bureau of Aviation.  Contractors shall make a good faith effort to employ minorities and women businesses as part of the project work.  Wilkes-Barre/Scranton International Airport does not discriminate on the basis of race, color, national origin, sex, religion, age, disability or familial status in employment or the provision of services.  Wilkes-Barre/Scranton International Airport is an Equal Opportunity/Affirmative Action Employer.

PROJECT FUNDING: The project is being funded in part by the Federal Aviation Administration’s (FAA) Airport Improvement Program, and the Pennsylvania Department of Transportation Bureau of Aviation.  However, due to the timeline of FAA funding, the project construction work may not commence until the Spring of 2025.

PROPOSAL DELIVERY:  All bid Proposals shall be delivered to the Wilkes-Barre/Scranton International Airport at the above listed address with the following information clearly labeled on the outside of an opaque, sealed envelope: “Bid for Wilkes-Barre/Scranton International Airport – Taxiway B Extension Paving and Lighting”, Legal name and mailing address of the bidder. When sent by mail, preferably registered, the sealed proposal, marked as indicated above, should be enclosed in an additional envelope. Bid proposals must be submitted in duplicate (one original and one exact copy).  No bidder may withdraw their bid within 120 days after the actual date of the opening thereof.

The Wilkes-Barre/Scranton International Airport reserves the right to reject any and all bid Proposals, to waive any informality in bid Proposals received, and to make awards in the best interest of Luzerne and Lackawanna Counties.
